A recent Angus Reid Institute survey finds that 19% of Canadians have been prescribed opioids by a doctor in the past five years. Given the potential for many Canadians to have also accessed these from illegal sources, it is no wonder that many also viewed the problem as a crisis and one in which governments are not doing enough.
